Was born in Riga on December 29, 1949.

Andris Slapins died tragically on January 21, 1991. While filming a follow-up to "Homeland" by Juris Podnieks, the crew came under sniper fire during a Soviet coup in Riga. Andris and his crew-mate Gvido Zvaigzne got killed.
In 1976 graduated from the Cameramen Department at the celebrated Soviet film school VGIK. Since 1971 worked as a cameraman and since 1983 as a director at the Riga Film Studios.
